Dawn Parmelee is the Regulatory Compliance Specialist for Bear Real Estate Group and Bear Property Management, Inc. She brings over 20 years of expertise in supervising a variety of affordable and market rate real estate portfolios. Accountable for monitoring in-house and third-party managed portfolios are maintaining regulatory compliance with agency, state, and federal program guidelines. Provides oversight and guidance of contracted relocation specialist during Rental Assistance Demonstration conversion of project-based rental assistance (PBRA) and project-based voucher (PBV) assistance projects, understanding, and keeping current with regulatory relocation and occupancy requirements for subsidized, non-subsidized and Section 42 low-income housing tax credit affordable housing programs. Responsible for monitoring and ensuring compliance of all land use restrictive agreements, operating agreements and affordable housing occupancy and regulatory commitments. Reviews and approves managing agent or third-party compliance professionals recommended income and rent schedules, utility allowances and set asides to maintain compliance in accordance with affordable housing programming rules and regulations.
